Statement of the Purpose The position holder will be responsible for managing all aspects of human resources, including recruitment, employee relations, performance management, training and development, compensation and benefits, and compliance with labor laws and regulations. Specific Duties and Responsibilities: • Implement recruitment strategies to attract and retain top talent, including creating job descriptions, posting job openings, screening resumes, conducting interviews, and making job offers. • Manage employee relations issues, including conflicts, grievances, and disciplinary actions by working closely with employees and management to resolve issues and ensure a positive work environment. • Implement performance management systems to ensure employees are meeting their goals and objectives by coordinating the setting of performance expectations, performance evaluations, and the provision of feedback and coaching to employees. • Implement training and development programs to enhance employee skills and knowledge through the identification of training needs, creating training programs, and evaluating the effectiveness of training programs. • Develop and implement compensation and benefits programs to attract and retain top talent, including creating benefits packages, and ensuring compliance with labor laws and regulations. • Ensure compliance with labor laws and regulations, including employment laws, health and safety regulations, and labor standards. • Participate in the development of policies and procedures related to Human Capital Management. • Ensure the accuracy and integrity of employee data and reports by maintaining employee records, creating reports on employee data, and ensuring data is kept confidential. • Develop and maintain relationships with external stakeholders, including vendors, government agencies, and industry associations. • Collaborate with other departments, communicating effectively with colleagues, and contributing to the overall success of the organization. • Support procurement planning related to GS requirements. • Identify operational risks within GS areas and propose mitigation measures. • Promote digitalization and modernization of administrative systems. • Lead change initiatives to improve efficiency and service quality. • Oversee fleet operations, facility maintenance, security, cleaning services, and space planning to ensure a safe and efficient working environment. • Maintain accurate records of all assets, manage distribution of materials, verify asset locations, and assist with disposal processes. (as applicable) • Establish and maintain document archiving systems; ensure security, organization, and accessibility of critical records. • Support organizational events and protocol adherence; monitor operational expenses, identify cost-saving opportunities, and manage budgets for the General Services unit. • Develop and implement General Services strategies aligned with the Authority’s overall objectives. • Lead annual planning and budgeting for GS functions. • Identify service improvement initiatives and institutional efficiency measures. • Advise management on administrative and logistical matters. • Ensure GS activities comply with applicable laws, regulations, and internal policies. • Develop, review, and update administrative policies, procedures, and guidelines. • Strengthen internal controls and accountability mechanisms. • Set performance targets and monitor service delivery standards. • Review periodic reports from section heads and technical officers. • Facilitate coordination between GS and other departments. • Address escalated administrative and logistical issues. • Oversee budget utilization for GS functions. • Ensure cost control and value-for-money practices. Qualification Requirements: • Master's Degree or Above in Human Resources, Personnel Management, Management, Business Administration, or related field to the Job function from an Accredited or recognized learning institution • 7 years of relevant experience out of which 2 years in a management or equivalent position.
