The Horn Center for Democracy (HCD) invites experienced consultants or firms to design and launch a regional observatory that monitors civic space conditions across the Horn of Africa. Candidates should hold an advanced university degree in fields such as political science, governance, or human rights and possess at least ten years of relevant research experience, particularly in designing monitoring frameworks, databases, and knowledge platforms for pro‑democracy actors. Applicants must submit a technical proposal outlining methodology, work plan, stakeholder engagement, and operationalization strategy; a detailed financial proposal with line‑item budgets; CVs of key team members; and samples of prior analytical outputs such as reports or observatory tools. The role requires strong qualitative and mixed‑methods research skills, political economy analysis, and the ability to produce policy‑oriented evidence. The consultancy will culminate in a functional regional platform that supports evidence‑based advocacy, cross‑learning, and democratic governance initiatives across the region.
