Job description
We are seeking a highly capable and strategic HR Manager to lead our people function and facility operations. This is a senior leadership role reporting directly to the Managing Director. The successful candidate will own the full employee lifecycle — from talent acquisition and onboarding through performance management, training, and employee relations — while also overseeing facility management, regulatory permit compliance, government liaison, IT support coordination, and office administration. KEY RESPONSIBILITIES • Lead all HR functions: talent acquisition (including headhunting for senior roles), onboarding, probation management, performance management, and employee relations • Own the quarterly KPI and bonus process across all departments — collecting scores, verifying data, and submitting recommendations to the Managing Director • Implement and enforce the 4-stage underperformance protocol — identify issues early, provide structured support, and manage lawful termination when necessary • Develop and execute the Annual Manpower Plan aligned to the project pipeline and EFY calendar • Manage the Annual HR Budget (HR-014) covering salary, new hire, training, and engagement budgets — submitted to Finance and MD for approval by 16 July each EFY • Design and deliver staff training programmes based on the Annual Training Needs Analysis • Build and maintain Hill Bottom Properties' employer brand — LinkedIn presence, university partnerships, TVET relationships, and staff referral programme • Manage all government regulatory permits and licences (business licence, construction permits, ERCA, Ministry of Labour) — ensuring zero expired permits • Supervise the HR Officer, IT Specialist, Admin Supervisor, GS & Facility Officer, and their respective teams • Enforce the dress code policy — business casual for corporate staff and branded safety gear for engineering/site staff • Administer the SOP Knowledge Test programme — ensuring all staff are tested and certified on relevant SOPs • Ensure full compliance with Ethiopian Labour Proclamation No. 1156/2019 and all subsidiary regulations QUALIFICATIONS & EXPERIENCE • Bachelor's degree in Human Resources Management, Business Administration, Law, or related field (Master's degree preferred) • Minimum 4 years' HR experience, with at least 3 years in a senior HR leadership role in Ethiopia • In-depth knowledge of Ethiopian Labour Proclamation No. 1156/2019 and all applicable employment regulations • Proven experience in talent acquisition including headhunting for senior and specialist roles • Experience with Odoo HR or equivalent HRIS system — ability to manage records, attendance, appraisals, and payroll interface • Experience managing government regulatory compliance in Ethiopia (permits, licences, ERCA, Ministry of Labour) • Fluent Amharic and professional English — written and spoken
